Mr. Mee:
Good day Sir.
Per your request, included herein is additionally information regarding my ongoing Public Records complaint against Lauderdale Lakes City Manager Jonathan Allen, Finance Director Marie Elianor, and Interim City Clerk Celeste Dunmore.
Item #1: Excessive Fees
On August 16, 2012, I sent Dunmore the following Public Record Request, “For the past year, copies of all emails sent from Hazeline Carson to me. I am looking for an electronic archive.”
According to Dunmore, “Pursuant to your request below, the estimated charges are as follows: The estimated cost for staff time = $5.41. The estimated cost for the CD = $5.00.”
Researching the cost of a blank CD, I’ve determined:
- Office Depot: A 100-pack of TDK CD-R (the medium provided to me) is $24.99.
- A single blank CD: $0.24.
According to the Government in the Sunshine Manual,
For other copies, the charge is limited to the actual cost of duplication of the record. Section 119.07(4)(a)3., F.S. The phrase “actual cost of duplication” is defined to mean “the cost of the material and supplies used to duplicate the public record, but does not include the labor cost and overhead cost associated with such duplication.”
Item #2: Not returning all of the public records
[cleeng_content id="704896370" description="Why stop now? It\'s just getting interesting! Monthly subscriptions as low as .99!" price="1.99" t="article" referral="0.1"]In response to my request for Carson’s emails, the City of Lauderdale Lakes returned a total of twenty-five emails. Twenty-five emails for the entire year? Someone is smoking some good shit, mon.
According to the true and accurate records kept on the MAOS mail server, the number of emails sent / received greatly exceeds that number, and I will gladly provide an in-camera review of the MAOS mail server.
Item #3: Intentionally withholding public records
A review of the twenty-five emails reveals Allen is intentionally withholding public records, thereby violating Florida Law. To highlight this problem, the following emails, stored on the MAOS mail server, were not returned:
1. The charge of $776.65 to do an in-person review of the following:
- All employment files of female subordinates of City Manager Jonathan Allen (including department heads)
- For the last three years, all travel records of those female subordinates and City Manager Jonathan Allen
- For the last three years, all salary increases granted to those female subordinates

6. The charge of $84.60 to obtain an electronic copy of Finance Director Marie Elianor’s resume and application.
7. The charge of $86.52 to obtain electronic copies electronic copies of any emails sent from Brady to the City of Lauderdale Lakes which contain any/some/all of the following phrases:
