Section 4.01 of City Charter - the City Auditor is an authorized charter officer of the City reporting to the City Commission.
Fast Forward- BC OIG in Report 011-017 recommends hire an independent auditor. Mayor Russell signs letter to OIG drafted by CM Jon Allen says no we do not need that.
Questions – although Charter allows for City Auditor we do not need one?
This is after the debacle with OIG Report 011-021 highlighting JA’s illegal purchasing actions. Especially bad with all we hear now about the CRA and what an Internal Auditor reporting to the Commission could disclose.
Fast Forward again – job add for Development Services Manager. Can afford to afford to hire this position but not an internal auditor?
We looked further – is this a new position. We don’t think so based on the documents we see. Public Works has 41 positions in 2011 and 41 positions in 2013.
But JA being the devious person he is did not provide any detail on any positions in Public Works to the Commission.
His fault or the Commissions for not requiring details?
Remember- JA trust me this is the right thing to do… and Mayor Russell- here give me that JA I will sign it…
