Goelz's offer was significantly higher than the city's deal with the current leaseholder of the Tiki Waterfront Sea Grill at the Riviera Beach Municipal Marina. "That's when [Thomas] said, 'We need to meet in a place where you're going to be able to get naked, so I can check to make sure you're not wearing a wire and we can talk about the tiki bar,'" Goelz says.

The case has dragged on partly because Thomas refused to supply financial information, public records show, putting him at risk of court-ordered sanctions. In March, the same day Thomas eked out a hair's breadth re-election win, the Fund's attorney was asking that a judge force him to turn over the data.

The residency issue was what our CBS12 investigation uncovered earlier this year. Former tenants told us they started rented the home in 2010. Neighbors said lately they only saw Thomas come around to collect the rent.
