Looking at the upcoming agenda, we spotted a familiar item. (Comments)

Resolution 2012-100 states “Authorizing the City Manager to Take Such Steps as Shall be Necessary and Appropriate with Respect to Contract with Harvey, Covington, & Thomas (HCT)”. HCT being the auditing firm for the City. And everyone knows by now the personal relationship between Jonathan Allen, City Manager; Eric Haynes, Commissioner; and Mr Harvey.
Contracting with HCT is familiar by now having been the auditors for the City since 2004.
We were wondering where we saw this language before. You may have guessed it by now- back with the contract with Manny Diez and ADA Engineering (“Authorizing the City Manager to take such steps as shall be necessary and appropriate with respect to contract with…”). As as a refresher, this was the contract cited by the OIG in Report 11-021 (Attached is the cover page of the report for your viewing pleasure) for wrongdoing by the City Manger in relation with a contract to a former City employee.
Now we see why the 2011 financial statements were held up for 9 months until June 2012-guarantees HCT’s return due to time issues. Another contract, another good deed for a friend- you be the judge. The Commission is still clueless even after answereing the OIG that they are doing much better…. good financial reports, good contracts, good kool-aid…
