Follow up letter to Sally Siegel, Director of (bad)Finance

Ms. Siegel;

Attached to this email is a copy of your memo dated June 17, 2009 where you indicated,

In response to the request for information from Chaz Stevens, we do not have any listing of companies with past due balances.

I find your answer very curious because my preliminary research indicates the Westside Deerfield Businessman Association is $12,013.64 in the rears.  Also, it is my understanding, that very recently, the Deerfield Beach Chamber of Commerce was also many thousands of dollars behind in their payments.

With this in mind, can you kindly rectify my research with your words.  Does the City not worry about companies that are late?  Does the City of Deerfield Beach not attempt to collect on late payments.

And by collecting, I mean does the City of Deerfield Beach use anyone else except the City Manager to collect on past due balances.  I am, of course, speaking to Mr. Mahaney's journey to Deerfield Cleaners (owned by Commissioner Poitier).

It is unfathomable to me that the City does not have an "aged" collection report.  

Kindly advise me on this.  If we don't maintain accurate records of past due balances and there are accounts that are allowed to circumvent municipal code for payment and/or shutoff, how do you go about professionally managing this department.

That last question was not rhetorical and I look forward to hearing your answer.  Please don't take a month...
