A quick followup to the previous email regarding your words that "the City has been following the same procedures for years".

Allow me then to point out the following:

Sec. 38-181.  Service fee for dishonored checks, drafts, etc.

There is hereby established, a service fee of $15.00 which shall be charged for the collection of any dishonored check, draft, or other order for the payment of money to the City of Deerfield Beach, where such dishonored check, draft, or other order for payment of money to the City of Deerfield Beach is tendered to the city with respect to any city service, fee, or for any other purposes required by the city. Further, if such dishonored check, draft, or other order for payment of monies is tendered to the city for the purposes of receiving a service, for the payment of fee for any application permit, license or other right or privilege, then in that event, such service, application, permit, license, or other privilege shall be suspended until full restitution of the original amount due is made in addition to the $15.00 service fee. Any future increases in the service fee shall be made by resolution of the city commission.

Attached to this email is a copy of a check I obtained via a Public Records Request.  Dated 5/13/09 in the amount of $476.16, this check, made payable to the City of Deerfield Beach, was returned NSF.  The check was issued by Deerfield Laundry and Cleaners.  Checking out Sunbiz.org (download report), I learned that Sylvia Poitier is the President of 

PRINCE'S DEERFIELD DRY CLEANERS AND LEARNING CENTER, INC.
85 WEST HILLSBORO BLVD
DEERFIELD BEACH FL 33441 US

With all this in mind, can you kindly advise me:

1)  Was service disconnected on 5/13/09 or thereabouts as required by Ord. No. 1995/011, § 1, 2-21-95
2)  If the service was not disconnected, indicate reason(s) why the City did not follow Ord. No. 1995/011, § 1, 2-21-95

Finally, as of Friday, June 19, 2009, Deerfield Laundry and Cleaner was past due on their utility bill.  Please indicate why the City has not disconnected their service.
