The City should use accounting procedures and controls to outline specific requirements for each accounting position. This ensures that everyone from the financial services director to the lowest accounting clerk has a clear understanding of the objectives in their daily tasks.

Anyone that knows Ms. Carson knows she is a work horse-tireless, there day and night, first to get there and last to leave, and never complaining. If she is tired he was dumping on her unduly. To be fair, Incomprehensible does perform lots of work outside of the office -- if you consider fucking around at home to be "lots of work outside of the office." A trend that started in Oakland Park and continues unchecked.

To those in the audience trying to grasp this asinine move, we've found it helpful to forget Allen's complete lack of experience as a City Manager. And/or take three Xanax and a Silver Bullet. If you get past the idea that Allen is absolutely not suited for the task at hand, then it becomes quite obvious that he's the perfect person for the job.
